Terri co-founded Technology Partnership Group in 1992. She leads strategic planning and business development activities and provides direction and oversight to the company’s operations and consulting practice including account management, marketing, human resources and recruiting activities.
Terri has worked in public sector program consulting and systems development for 16 years as a project manager, systems analyst, business analyst, policy analyst, quality assurance manager, technical writer and trainer. She has significant experience in designing, testing and analyzing mission-critical programs and systems, with a proven track record advising clients on important issues related to business processes and systems development methodology. Terri is knowledgeable of the child support, Medicaid, welfare, child welfare, child care, voter registration, municipal bonding and lending, and economic development programs, including federal program policy and system certification requirements. She is a talented writer and has developed comprehensive project documentation, design documentation, user documentation, training programs and training materials.
Terri has a B.A. in Journalism with a concentration in Public Relations from The Ohio State University. She is a member of TechAmerica – Public Sector Group, American Public Human Services Association (APHSA), National Child Support Enforcement Association (NCSEA), Women and Hi Tech (W&HT), and National Association of Women Business Owners – Indianapolis Chapter (NAWBO).
Jack Eakins

Jack co-founded Technology Partnership Group in 1992. He is an expert computer engineer, system designer/developer and technical manager with 22 years of data processing experience building mission-critical applications for state and local governments. His skills include:
evaluating requirements and designing appropriate technical solutions
creating technology roadmaps and plans for organizations
developing and testing systems
training users
participating in federal certification reviews
supporting IT operations
facilitating migrations from legacy systems to modern web-based applications
Jack holds a B.S. in Computer Engineering from The Ohio State University and has received substantial training and certifications in numerous IT tools, platforms and methodologies. He is a member of IEEE, Council of Infrastructure Financing Authorities (CDFA), and National Child Support Enforcement Association (NCSEA).
